I've noticed it on the back of the piece of paper on your mcdonalds tray! Are they obliged to do this?

Every state regulates food sales differently so perhaps the best answer to this is, "It depends." Some cities now require that fast food joints disclose both the ingredients and the nutritional information; some require just one or the other. Most states have no laws whatsoever.

I know that Subway chains have always published their nutritional information, although it is not always made readily available for the customer, but you can ask any one of the staff and they must provide it for you, or give you a time frame in which they will provide it for you.
My advice, always ask for the information, because we have the right to know what we are eating.

I know that Macdonalds started publishing nutritional info after that programme Super Size me was shown in 2004 when they were criticized for contributing to obesity. This is also when they started a new range of healthier foods such as salads and the sandwiches. I am not aware of any law but there may now be one about publishing nutritional content.
