Depends on the school you're aiming for and the country you're in.
There's always, of course, a sports scholarship, but those can be hard to come by.
Sometimes you can get financial assistance for being a minority or coming from a family below a certain income range, but those aren't really factors you can control.
If you're in the United States, do well on the PSATs. This will qualify you for the National Merit Scholars program. Finalists (sometimes even semi-finalists) get offered free rides at a few decent schools, and a lot of money at others.
Some colleges also offer free tuition for being the valedictorian of your class.
Even with my mediocre test scores, few extracurriculars, and less-than-stellar high school, I got a free ride out of the blue at my dream school. A $40,000 a year dream school. So don't count yourself out. Just do your best and see what happens.
