 Its related with the induced leakage of the blood brain barrier. So the reduced protection adds bigger chances for secondary noxas.

Relatively big amount of radiation to a relatively small area(temporal lobe)

Becouse of the microwawes of the cell phones there are  special proteins produced named Heat Shock Proteins  or stress proteins in neurons. In normal cases they produced as a result of trauma or radiation.  Proper intracellular changing  are still  under investigation
