There is no simple blood test that can confirm 100% that someone has chronic fatigue, but what a doctor can do is rule out all other factors that may be causing the fatigue.
They would record and monitor how many hours a day a person sleeps, how quickly their muscles become weak after physical excercise, and if there are any other emotional factors that may be contributing to their fatigue.
The only way to check for it would be through eliminating all other possible causes and then making a well educated guess at the situation.
