It is a Beta fish. Also I'm a little worried because sometimes it floats to the very bottom for like 10 minutes then gets really active.

This behavior for a betta fish is normal.
The betta fish could survive in very poor conditions. It is capable gasping air from the surface and it tolarates the uncleared water.
The thing that is really important to keep your betta always abowe 25degrees C.
If you would like to change water it is the best always doig a partial half or one third change.DO not use directly running tap water use water that had rested at least 24h.
Most bettas die early becouse they get cold becouse of gasping cold air from the surface and die early becouse of overfeeding.

There is no magic number, but if you are talking about an unfiltered bowl, it will never cycle as a filtered tank will and will have no way to deal with built up ammonia. I replace 100% of the water in my betta bowls every 3 days and practice very careful feeding so as to not over feed. If you ever have uneaten food in the bowl even for a few hours, I would suggest you clean the bowl every 2 days. Bettas fins are very sensitive to excess ammonia and will curl and fray at even low levels of ammonia build up so it's important to take extra care with the water.
