It depends on whether you actively focus on the steps you're taking.
Have you ever walked for a period of time (in a straight line), your mind blank or thinking about something completely off topic, not at all focus on where you were going? It is usually only when you need to make deviations (such as turns in other directions), get close to your destination, or fear that you will fall or something of the like, that you begin to think about your steps.
Usually, you make a decision to go somewhere and your mind, being the magnificent work of art that it truly is, marks a course and set sail. You're free to think about your exact course all you want, but if it is one that you've walked previously and you've a good idea of what steps to take, thinking twice is more or less a unecessary hassle.
No, you do not have to think twice before you take a single footstep. However, if you're not atleast a tadbit careful, you might step into something unpleasant.
